In order to promote the healthy development of biomass power generation and other renewable energy industries, The Ministry of Finance, the National Development and Reform Commission and the National Energy Administration jointly issued several Opinions on Promoting the Healthy Development of Non-water Renewable Energy Power Generation (No.4, 2020) and Implementation Plan for Improving the Construction and Operation of Biomass Power Generation Projects (No.1421, 2020). Ii. Drafting process of the Plan

5. Conditions and procedures for project application

Biomass power projects applying for central subsidies in 2021 need to meet the same conditions as last year. According to the idea of "classified management", the application procedures of subsidies for biomass power generation non-competitive configuration projects and competitive configuration projects in 2021 are clarified.

The application procedure for non-competitive configuration projects is divided into four steps: first, local organizations apply for the project and power grid enterprises first review; Second, local audit, publicity; Third, the national Renewable Energy Information Management Center unified review; Fourth, power grid enterprises publish a list of subsidy projects.

The biomass power generation projects that are connected to the grid before the end of July and meet the requirements of non-competitive configuration declaration shall be declared in a package by the provinces (autonomous regions and municipalities) within the specified time limit by logging on to the information management system, followed by monthly declaration. When the total amount of subsidies for non-competitive allocation items included in the scope of subsidies reaches the corresponding subsidy fund, no declaration will be organized for that year, and the subsidy declaration window of the information management system will be closed.

The projects participating in 2021 competitive configuration shall be registered in the information management system within the specified time limit by each province (region or city). After the application, the subsidy application window of the information management system will be closed.

6. Rules on central-local sharing

In order to fully mobilize and give full play to the role of local governments and better support and promote the development of biomass power generation industry, the Plan has clarified the rules of sharing subsidies from central and local governments for biomass power generation projects in 2021. All subsidy funds for projects connected to the grid before September 11, 2020 will still be borne by the central government, while subsidies for projects connected to the grid after September 11, 2020 will be shared by the central and local governments.

Considering the economic and social development level and biomass resource endowment of each province (autonomous region and municipality), the Central support proportion of eastern, central, western and northeastern regions is reasonably determined in the Plan, and the central support proportion of western and northeastern regions is higher than that of eastern and central regions. The Plan also makes it clear that the central share of subsidies for subsequent biomass power generation projects will be adjusted year by year and withdrawn in an orderly manner.

In addition, in order to promote the sustainable and healthy development of biomass power generation industry, the plan requires to further improve the monitoring mechanism of biomass power generation project investment and construction.
