Recently, 17 departments including the National Development and Reform Commission, the National Energy Administration, the Ministry of Ecology and Environment, the Ministry of Finance, and the Ministry of Housing and Urban-Rural Development jointly issued the "Autumn and Winter Air Pollution Control Plan for 2021-2022." The "Plan" requires that all efforts should be made to ensure the supply of air and power sources. Encourage all regions to actively adopt renewable energy heating methods such as biomass energy, solar energy, and geothermal energy. For the first time, biomass energy was listed as the first in a national document. Looking back on the previous documents jointly issued by multiple departments, wind power and photovoltaics rank first in all documents involving electricity price subsidies and energy substitution. Biomass energy has basically been taken over or even ignored. This time, the 17 departments jointly issued a document to list biomass energy as the top brand of renewable energy heating methods, which means that the country is paying more and more attention to the importance of biomass energy in clean and environmental protection, green power heating, and protection of people's livelihood. The carbon dioxide absorbed during the growth of biomass energy is the same as the carbon dioxide emitted by its combustion. According to the "Kyoto Protocol" mechanism, biomass energy has zero carbon emissions and is a typical green energy source. Compared with wind energy and solar energy, the comprehensive utilization of biomass energy is more stable. Biomass power generation with cogeneration as the main mode is completely comparable to coal power in terms of the stability and quality of power generation and heating. More importantly, biomass energy is the only renewable heating fuel in the world. my country’s biomass fuels are distributed in a wide range of areas and are easy to collect, store and transport. The annual regeneration capacity can be equivalent to nearly 460 million tons of standard coal. At present, my country has set a 3060 dual-carbon target, and coal-fired power capacity reduction efforts will become greater and greater. This will cause a large number of energy gaps, especially the shortage of heat load, which cannot be replaced by wind power and photovoltaics. my country is the center of the global manufacturing industry and the country with the greatest demand for people’s livelihood heating. The demand for heat load far exceeds the demand for electricity. After coal power is reduced, how to ensure people's livelihood heating and industrial production is the top priority. In a comprehensive comparison, the economics of coal-to-electricity or coal-to-gas conversion cannot be compared with coal-to-gas conversion. The market price of tonnage of industrial steam, biomass heating is much lower than natural gas, and even the same as coal-fired power. It should be noted that the biomass power generation project is a typical poverty alleviation project. A standard biomass thermal power plant consumes about 300,000 tons of straw each year, and the power plant pays nearly 90 million in costs, most of which go into the pockets of farmers. Renewable bio-fuels in my country each year are enough to invest in the construction of thousands of biomass thermal power projects, which can completely replace the heating gap left by the reduction of coal power capacity, and become the main force of centralized heating for residents and industrial production. In the second half of 2021, the shortage of electricity and heat caused by the contradiction between electricity and coal supply and demand has made the competent authorities realize that the replacement of coal electricity must first ensure energy safety, and biomass cogeneration will be the best choice. In particular, centralized heating for residents in small and medium-sized towns, centralized steam supply for small and medium-sized industrial parks, and biomass cogeneration have a very high economic efficiency, which has a great effect on protecting people's livelihood and enterprise production. Seventeen departments jointly issued a document to regard biomass energy as the top brand for renewable energy heating. This is a positive signal for the biomass power generation industry. It is believed that the biomass power generation industry will receive more and more attention from policies and capital.

Lin Wenxiong, deputy to the National People's Congress: Let biomass power generation empower economic and social development
On March 5, Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, stated in his government work report at the Fifth Session of the Thirteenth National People's Congress that carbon neutralization should be promoted in an orderly manner, and the formation of green production and lifestyle should be accelerated. Focusing on the theme of green production and life, it aims at the urgent problems that biomass power generation enterprises need to solve due to the subsidy policy. Lin Wenxiong, deputy to the National People's Congress and chairman of the labor union of Chongzuo East Asia Sugar Industry Co., Ltd., put forward the "Suggestions on Timely Allocating Subsidy Funds for Biomass Power Generation and Extending the Subsidy Period" during the National Two Sessions this year. Guangxi is the largest sugar producing area in the country. Sugar companies (groups) cover nearly 50 counties (cities and districts) in the whole region. Planting sugar cane is the main source of income for local farmers. If the disposal is not timely and the utilization rate is not high, it will lead to environmental pollution. "If biomass waste is not used effectively, in the case of natural decomposition, the released methane and other gases will easily lead to the deterioration of atmospheric environmental quality." As the only representative of workers in the sugar industry in Guangxi, Lin Wenxiong said in an interview with reporters, The biomass power generation project belongs to the national encouraged project, and it is also one of the successful directions for the extension of the sugar industry chain. Under the background of comprehensively promoting the rural revitalization strategy, biomass power generation can convert straw resources such as cane leaves into energy, making agriculture the first benchmark industry, which not only extends the agricultural industry chain, but also brings agricultural and forestry waste resources into to the ranks of renewable energy. At the same time as the development of biomass power generation, it can effectively solve the problem of harmless and reduced amount of various organic wastes in urban and rural areas in my country, and promote the overall optimization of the rural energy structure. To this end, Lin Wenxiong suggested that the central government and local governments should attach great importance to it, and give overall consideration to the cashing of subsidy funds and the extension of the subsidy period, especially in view of the current difficulties of most biomass power generation enterprises. Allocate subsidized funds to support enterprises to tide over the difficulties and play their established role in promoting comprehensive rural revitalization and supporting the achievement of the "dual carbon" goal. In addition, Lin Wenxiong also proposed that the current global energy supply and demand system is undergoing a low-carbon transformation, and the deployment of carbon peaking and carbon neutrality will accelerate the adjustment of resource structure, and the development prospects of the biomass energy industry are very broad. He suggested that in combination with the national energy development strategy, comprehensively demonstrate the appropriate extension of the subsidy period for biomass power generation enterprises after the 15-year subsidy period expires, and continue to give incentives and support to enterprises that respond to the state's call to actively participate in the construction of biomass power generation projects. If the policy of extending the subsidy period cannot be implemented, it is recommended that the pricing department retain the original electricity price of biomass power generation, and the provinces (autonomous regions and municipalities directly under the Central Government) will support the biomass power generation project and the construction unit to achieve a soft landing by diverting the contradiction of electricity price.
